When finalised by PASC, the DAP determines the questions for public funding and outlines the parameters for the submission of evidence to inform MSAC’s appraisal of the proposed medical service.

1 Lodgement deadline for a Proposed DAP

Each applicant is required to lodge its proposed DAP for consideration by PASC 13 weeks before a PASC meeting. This means that the DAP will be considered by PASC at its following meeting. For example, a proposed DAP lodged on 12 April 2012 will be considered by PASC on 16-17 August 2012. Disclaimer: While the Department makes every effort to ensure all relevant documentation is prepared for nominated PASC meetings, the above timeframes cannot be guaranteed as they are currently dependent upon the availability and capacity of resources external to the Department.

*The form is submitted by the applicant to the HTA Access Point after eligibility has been confirmed, in order for the documentation to be prepared for PASC.

2 Draft DAP

The draft DAP is prepared by an assessment group contracted by the department for PASC to consider and modify as appropriate as the basis for public consultation. It reviews the proposed DAP from the applicant and includes input from relevant clinical experts who have been selected from the MSAC Expert Standing Panel.

Applicants will be provided the draft DAP for any comment. Comments are due within two weeks of receipt of the draft DAP. If an applicant wishes to provide comment, it can do so in a separate document of up to 5 pages for consideration at the PASC 1 meeting.

3 Consultation DAP

The consultation DAP is ratified by PASC after the PASC 1 consideration. The consultation DAP reflects input from PASC and, where accepted by PASC, comments from the applicant. The consultation DAP is published on the MSAC website for a public consultation period of up to 6 weeks. Applicants are offered the opportunity to provide any comment on the consultation DAP during this period in a second separate document of up to 3 pages for consideration at the PASC 2 meeting.

Applicants will also be provided the de-identified comments received from other sources during the public consultation. Applicants will have up to two weeks to provide any comment on this information in a third separate document of up to 2 pages for consideration at the PASC 2 meeting.

4 Final DAP

The final DAP is ratified by PASC after the PASC 2 consideration. The final DAP reflects further input from PASC and, where accepted by PASC, issues raised during the public consultation period and comments from the applicant. The final DAP is loaded onto the MSAC website two weeks after the final DAP is provided to the applicant.
